SSB PMU Init

This routine should only be called if bit 0x10000000 is set in the Chip Common capabilities, which is true for Chip Common rev > 19.

1. Save original core index and set to chipcommon core
2. If the pmu revision is 1
   1. Clear bit 0x200 in the PMU control register
3. Otherwise
   1. Set bit 0x200 in the PMU control register
4. Restore the original core

5. Call PMU Resource Init
