This function could be called multiple times, but it only does anything if the PHY is marked as being uninitialized.

If the PHY is a G PHY with PHY Revision 1,

1. Reset the Core with Core Flags set to 0

2. Perform a G PHY Init

3. Reset the Core with Core Flags set with the G Mode Enable flag (0x20000000)
