LP PHY Clear TX Power Offsets

1. Create an LP PHY table with width = 32, length = 12, and offset = 0x40
2. Declare a u32 array of size 64
3. Cleared the array to zero
4. If the PHY revision is less than 2
   1. Set the table ID to 10
5. Otherwise
   1. Set the table ID to 7
6. Set the table data pointer to the array

7. Write LP Table

8. Set the table length to 64 and the table offset to 0x80

9. Write LP Table
